The Users themselves will not get the notification because they can't access the Offline Learning records only the Admins on the Platform will get notifications. It would be better that the Users themselves got the notification; HR admin will only be a middle person on this. Even if they cannot access Offline learning records. Which is also a shame - this should be on their Profile page so that they can see for themselves which Offline training they have.
