As an admin, we would want to identify key skills at a group/platform level so that they are always assigned to each user upon creation.

We find that the current skills suggested upon load or edit are based on the job role and are numerous making selection varied by users.

We would like to 'mandate' circa 20 skills we want all our users to self assess against.
