Currently there is no option for a budget owner to leave a note to explain why they are approving or rejecting a learning request.

The option to leave a note could be helpful to give context for the budget owners decision to approve/reject. As it stands the user would need to reach out to the budget owner elsewhere (email, slack etc.) to understand the decision. If there was a note it would feel a little more personalised.
