Add "Answer Required" option when creating assessments

Currently for written answers, a User can skip or not add text to a question to submit the assessment.

I'd like the option to add a "Required answer" field for written questions to ensure people can't skip them.

Prompt learner around questions skipped

Currently a learner is able to submit an assessment even though they have not answered all the questions. It would be great if the platform prompts them to say they have skipped questions or asks them if they would like to save the attempt and return to complete the assessment later. As it stands now the learner is losing a full attempt when they skip questions and I think they may think they can come back in to complete the questions they have skipped.
