Usecase: someone has requested and gotten approved for example a conference, but in the end couldn't go and would need to get their budget back.

A canceled (already approved) request should put the money back in the balance is expected functionality from users. Current workaround of having to create new extra budgets to inidvidual people and having to remember to remove them once the cycle is over is admin heavy prone to human error and risk increasing costs for company.
